If you already have an established process, then that works fine and may be
simpler going forward. But that's just for YOUR situation, not everyone
will work the same as you as you've shown that your requirements may be
different than most others. The good thing is that the product allows for
flexibility! If you don't want to mess with having to create agents to
modify users and views to keep track of user-based policy assignment, then
managing it via the policy definitely is easier.

Have you looked into using auto-populated groups along with policies?

uses to switch people from their individual facility groups based on where
HR says they're assigned.
So, before I tell him that it just makes it easier for us to manage I want
to tell him why it makes it easier.
