Excellent suggestion and welcome news.  I was wondering about such an 
animal as I was waiting for HTTP to finish starting.  There was mention of 
a fix related to this issue for Sametime 6.5.1, so I will have to so some 
digging and see if it pertains to me.  I'm on Sametime 6.5.1 + the 6.5.4 
version fix.

Of course, if we are going to be putting on patches, we might just go 
ahead and upgrade a little ahead of schedule.

If this gets to be consistent there may be a workaround.  For instance, 
Lotus Enterprise Integrator (LEI) often misbehaves if start it at startup. 

 There is a knowledge base article out there that shows you how to
- create a CL program that delays for x minutes and then starts LEI. 
Sample program is called leiD
- "register" the CL program to Domino
- remove LEI from startup and add leiD

Following the same logic for STADDIN2 to allow a delay long enough to 
ensure that http is fat, dumb and happy might be an answer.
