Thank you.  Let me see if I can rephrase this.

Open up the Domino Administrator.  (Mine is the 6.5.5 version)
Choose the DEKKO domain.
Configuration tab.
Tools, Certification, Cross Certify.
For the server, use the Domain Name Server (NOTES01).
For the certifier, pick CERT.ID
Enter in the certifier password for CERT.ID
In the "Choose ID to be cross certified" pick the user.id file for each 
individual person id file from the PVC domain that you want to be able to 
access servers in the DEKKO domain.
Repeat for all users in the PVC domain.
