I hate to overstate the obvious-- back to basics here. If the servers are 
in the same Domino Named Network (server doc, ports tab, notes network 
subtab, notes network column), they do not need a connection document to 
route mail at all. That said, the connection document like you mention 
should work, but maybe the DNN tip might help.

Have two servers within the same domain --- server 1 is up on Domino 7.0.1
(iseries V5R4) server 2 is 6.5.4 FP1 (iseries V5R3)

Before the upgrade to 7.0.1, when someone sent an email message from 
server
1 to server 2, it was instantaneous transfer.  Now --- it could be a half
hour wait.

I checked the connection document --- from server 1 to server 2 --- and it
says for Routing - to do Mail Routing, with 1 message pending, Cost 1, 
push
only.

I tracked one of the messages from Server 1 (before it was delivered) ---
and it said it was "inqueue" ---
