Urgent - Need 5799-PTL and can't download!

Sorry for the urgency... I upgraded a Domino server to 6.5.4 and FP1
yesterday and am working on installing LEI 6.5.4 today. The LEIIG.NSF
that
I worked and planned from had no mention of this, but the installer is
telling me I need to install the 5799-PTL licensed program "iSeries Tools
for Developers" before upgrading to this version of LEI. Does anyone know
more about this? I'm trying to download the program from IBM's website,
but keep getting this...

Bah... need to get this installed, anyone know another quick way to get
it? Is it really needed?
