I suspect that I need to do:
Using the new DWALoginForm
To use the new DWALoginForm, you must have created a Domino Web Server 
Configuration database.
  1.    Open the Domino Web Server Configuration database (DOMCFG.NSF).
  2.    Click Add Mapping.
  3.    Change the Target Database to your Domino Web Access Redirect 
database.
  4.    Change the Target Form to DWALoginForm.
  5.    Save & Close.
You are now ready to use the new DWALoginForm.

I created a domcfg.nsf (and it must be named that).  And followed the rest 
of the steps.  Although I failed to find a 'click add mapping'.  Instead I 
had to pull down Create, Mapping a log in form.

Side note:  tell http restart is ineffective when changing your home url. 
I had to tell http quit and load http.  At least I didn't have to bounce 
the whole server.

Now, when I get prompted for my log in instead of strange yellow screen I 
get the DWA log in form.  That's progress.  However, after I log in I get 
a web page with simply
Form processed.
