I'm at V5R3 and we downloaded the latest TCP ptfs per IBM's site like 2 
days prior to last IPL (just over 2 weeks ago...).

Right now I have a 24 page output from NETSTAT with only like 9 
Close-waits. But when I have a hang my output is about 100 pages with tons 
of close-waits. I have forwarded the info to IBM and we'll see what they 
think. Sounds like a band-aid, but sometimes that's what's needed!
