You'd be surprised how badly fragmented new PCs can be...

Also, I have seen that some windows updates have caused issues with this 
and MS has had to put out another update for their update that broke DWA 
(and some other stuff). The latest Windows Updates seem to be running 
well.

Anyway, I forgot to mention two things that I need to add to my FAQ that I 

ran into last week - the first one is probably 99% definitely your 
problem:

Tools > Internet Options > Advanced > Enable "Use HTTP 1.1" See Technote 
1182365 

Tools > Internet Options > Advanced > Disable "Do not save encrypted pages 

to disk" See Technote 1162697
