6.5.4 upgrade error

I upgraded one of my development servers to 6.5.4 for 6.03 and
I received the following errors when starting the web server. 

05/02/2005 10:23:58 AM  JVM: Native methods for class 
lotus/domino/NotesThread could not be loaded.
05/02/2005 10:23:58 AM  JVM: Registration of JVM native methods failed.
05/02/2005 10:23:58 AM  JVM: Java Virtual Machine failed to start
05/02/2005 10:23:58 AM  HTTP Server: Error Loading Java Virtual Machine
05/02/2005 10:23:58 AM  HTTP Server: JVM: Missing entrypoint in JVM 
runtime library.
05/02/2005 10:23:59 AM  HTTP Server: Shutdown
