Is it safe to clear out the DATA/IBM_TECHNICAL_SUPPORT directory when the 
server is down?

Granted, it might be ill advised to do so since some of the files may help 
you pattern an error.  But IF it is safe, then someone can best use their 
own judgement as to what files to retain.  For instance I've lots of these 
console_* and serverdoc_* files.  And they average about 50mb each. 
Granted, nowadays that's a 'feather' in a windstorm.

Some of these files may be created based on the existence of certain debug 
statements in your notes.ini.  If you know what you are doing, and the 
issue has been resolved, then maybe it's time to turn it off.  I like to 
put comments in there like "The next three lines were for pmr 12345,500".
