What do you mean by 'launch'?

If you mean into a Notes Client, then it should be no different than starting
any other PC app from the iSeries.  There have been many discussion on that
subject in a few different places.

If you are really talking about running an agent(s) in a Domino database, there
are a couple of possible ways I can think of.  Java and Corba come to mind.  C
APIs. The easiest thing to do would be to make the application a Mail-in
database and send it an email, telling it what you need done.
