With a #2407 you have an interactive rating of 10 CPW and an OS/400
rating of 30 CPW - not much.  But the symptoms you describe (performance
getting progressively worse and then recovering with an IPL) don't
indicate that something has changed in the way IBM processes their
performance governor.  If it is only interactive performance that is
affected though, it may be that some fix to the governor code needs to
be applied.  If the code is functioning well, there should be nothing
about it's impact that changes over a long period of time.

Because you're not on the latest cumulative PTF CD, it seems a
reasonable first step to install the current fixes, as well as the group
CD's for database, HTTP, and any other packages which you use.  That may
just make the problem go away.

You should be able to hammer the system interactively without too much
damage, provided that you limit yourself to one interactive session at a
time.  I believe this would include interactive access via HTTP (if you
happen to be using the WebAccess stuff).
