I got some information from IBM on API's to access the LOTUS_SERVERS file.
Here was their reply:

The APIs are documented in the Release notes (5.0.9 is the latest) at
notes.net in the doc library:

I here there are some api's to access the
/qibm/userdata/lotus/LOTUS_SERVERS file and you shouldn't access it
directly yourself since lotus reserves the right to move it wherever they
choose in a future release.

Anyone have a link to these API's?
