Shane,
     We already discussed this but I wanted it documented for the list.
Pop users are independent mail servers.  POP users RELAY mail through the
Domino server.
You must add the IP address of every POP users PC to the allow field.

Thank you for suggesting this link.  I have already read this document more
than once.  In the second article on that page, it has a section titled
"Preventing relay of Spam Mail".  This is the section that I have read
numerous times as this is what our server is doing.  I have entered
information in the four "Allow" & "Deny" rules that it references to try to
control it.  Heres a run-down of what happened:

When I enter our domain in the first "allow" field, it does not let anyone
using our mail server send mail out except for 2 people.  Those 2 people
that can send mail are actual Notes users.  The remainder of our users (who
are denied sending mail) use Outlook Express to send and receive email.
They are not Notes users.  The Domino is strictly a mail server for all but
2 people on this server.

When I left the first "allow" field blank and but an "*" in the third field
("Allow . . . ."), the same problem arose.

When I put our server's IP address and our users' IP addresses in the third
field ("Allow. . . .") and all other fields blank, the situation appeared
to
be solved.  All users were able to send email and we were still receiving
email.  However, it turns out that some incoming emails were being accepted
while many other incoming emails were being rejected due to "Policy
reasons"
from our server.  So the situation is not fixed, and I have now removed all
rules from the "Inbound Relay Controls" section of the Messaging - Routing
section.  We are still open to relay junk mail, but all of our mail can now
come through.

Again, I have entered restrictions in all of the fields and in conjunction
with others in the Messaging Configuration - Router/SMTP - Restriction and
Controls - SMTP Inboutnd Controls, but I can't get a balance where relayed
mail is rejected while allowing our legitimate mail to be sent and
received.
I have followed suggestions on the Lotus website and from the article
linked
in the email response below.  These have not worked for us.  If I'm not
seeing something, please let me know.  I appreciate your continued
responses
and assistance.
