Before the union, teachers had to individually negotiate their salary
and benefits with the administration. Individually, person by person,
school by school, district by district, state by state. It was so
easy for administrators to pay a woman less because she *might* get
pregnant or to pay less to an inner city school teacher because 'he's
going to leave in a year anyway.'

I can't say what Tom meant, but I've lived in the inner city all my
life, and believe you me, our schools are crumbling while the suburban
schools get brandy-new multimedia teaching wings built. With Federal
money. We use our Federal money for armed guards.
