Pole watchers....

I was a pole watcher for several candidates back in my hometown (very
Conservative, republican), I did several times object to situations that

Happened. Bottom line: The precinct committee person of the ruling
party
Is the "decider". Now, I'm in a more liberal town (although
conservative compared to Chicago, East Stl, or Peoria) and the same
things happen.

Is this just Illinois?

It's a provisional ballot, the only paper ballot you're likely to see at

a polling place these days. And in all but a handful of states they
only apply to federal elections. There is strict accounting of the
ballots and a paper audit trail. Remember that there are poll watchers
at every polling place and a system that is pretty good at eliminating
fraud. The days of ballot box stuffing are long gone.
