The only thing I have found is that they are pushing to have earmarks identified with the rep or senator who adds them. Transparency. Right now these earmarks are added anonymously. I can't find anything stating that they were going to end earmarks altogether. By making it clear who is adding them, though, maybe the brakes will be applied. Probably wont affect the Stevens' and the Byrds, but maybe the younger ones would think twice before adding them.
