I disagree:
I can own a house cat without regulation, except registration and shots in
some cities. I can expose the general public to my cat and let it roam the
neighborhood without worry. If my cat bites someone, they can dispose of my
cat.
I can own a lynx with multiple registrations, a governmental approval,
training, certification and shots. I cannot expose the public without
restraint of the animal. If something happens, the penalties are very severe
including disposing of my cat, revoking my licenses and probably some fines.
I can own a tiger with SUPER regulation and approvals by multiple
governmental agencies, training, certification and shots. I cannot expose
the public without restraint of the animal and the consent of those being
exposed to the animal. If something happens, the cat is destroyed, I am
fined , my licenses are revoked and I am subject to civil and criminal
actions and/or imprisonment for years.

Here is where it gets interesting. We have a decidedly unsavoury if not
despicable situation. Is it not this man's Constitutional right to be an
ass if he wants to be? Why should he be forced to conform to my ideas of
what constitutes a proper 'pursuit of happiness?'

The Constitution protects him and his disgusting life style right up to the
point where he breaks the law.
