As I understand it, Tom, the strategy is quite simple. Everything is the fault of Al Q. Remind everyone who did 9/11, remind them that GW is "tough on terror" and is "waging the war on terrorism" over there so we don't have to fight it over here. Everything else is just tactics and the responsibility of the Generals on the ground in Iraq. Not the authority, mind you, just the responsibility.

If I understand correctly, the word "strategic" implies a 'strategy'. Did the article make clear what that strategy was? If not, how was it determined that the attribution was a mistake?
