One point that might add weight is that in much of the rest of the
World, his criminal acts here were seen as just normal politicing. I
believe they honestly wondered why we'd made such a stink about it.

I said "he got his", and I stand by it. True, he didn't go to jail,
but he resigned in shame, was nearly universally hated and never regained
any measurable stature. he was interviewd about his opinion on his
strengths - foreign affairs - very late in his life, but was never taken
seriously again, and died a bitter old man.
History will never rehabilitate his legacy, and that was what mattered most
to him.
