Maryland enacts law for electoral college change

They're saying that this will change the way candidates campaign,
because they've been spending too much time with the populous states.
I think it's a crazy justification. Seems like grade-school arithmetic
can knock it down, because the electoral college count includes two
votes per each state, just for being a state, plus other votes that
calculate from the population.
That means New York voters will have an even greater edge over Montana
voters.
Another case of politicians and other snakes and liars claiming to solve
a problem by making it worse.
Maybe it's a special "legal mathematics" they teach in the trade-secrets
sections of law schools.
