negotiation? well, lets see - 99% of the time, the bottom line is
that the nuts have 3 choices.
1) come out now, with your hands held high and we will not kill you,
but we _will_ prosecute to the full extent of the law.
2) do nothing and be waited out till you starve or snap, or let your
guard down, in which case we will storm the building and kill you.
3) if you start shooting hostages, we will storm the building and kill you.
Everything else about these 'negotiations' are just niceties to calm
him down and try to talk him out of options 2 and 3.
