Well, the most effective things that could happen to improve relations
between us would be for them to stop training and arming the people
who are killing our soldiers in Iraq (and now, Afghanistan), stop
trying to build nuclear weapons, stop funding Hezbollah and Hamas and
anyone else who makes their bones killing Americans and our allies,
stop destablizing the region, stop kidnapping British soldiers, stop
their religious police from killing their "immoral" citizens, stop
closing down opposition newspapers in Iran...
Shall I go on?
The point is that your question is predicated by the idea that _they_
want to improve relations with us. I don't believe that is the case.
Do you have any evidence they do?

sure... I can even think of a couple things. But are they going to be
effective? You don't want to use violence or sit down and talk with them...
I'm just curious what you think the most effective thing to do would be to
improve our relations with them?
