Shotguns remove the requirement for good aiming skills. Small pistols
require good aim and multiple shots to drop an opponent. Large pistols
(.357, .45, 9mm) remove the requirement of a second shot when "center mass"
or a head shot is successful.

at close range, the stopping power of shotguns is unquestioned, but
I've noted the inherent unwieldyness (fire fox tells me that's not a
word) of shotguns in emergency situations. they are wholly
impractical when speed and convenience are paramount.
In the situation you describe below, the divers would have warning
that pirates were approaching and could prepare for their arrival.
shooting at a distance, the scattershot of a shotgun could scare away
the intruders.

I still reject the idea that shotguns are better than pistols. In
some cases, maybe, but not in all cases.
Fair enough. I haven't got the numbers to back up my thoughts on the
matter. I have read many times that it's the case, however. Various
scuba diving companies in the Red Sea advocate shotguns for
anti-piracy purposes, and there have been several instances of boat
owners driving pirates off with shotguns in Somalia and the Straits of
Malacca. Here in the city, we've had several out and out druggie gun
battles with pistols being fired down to empty clips with nothing to
show for it except pissed off dopers. They switch to knives after
that, and actually send each other to hospital (which is how their
story becomes known.)
