would this charter have anything to do with why they're currently in
court fighting (using public funds) the public release of their own
study (using public funds) as to whether their news coverage is indeed
biased?

The BBC is not permitted to have a political agenda. See
<http://www.bbc.co.uk/info/policies/charter/> which explains the
beeb's policies and standards and has links to the Royal Charter and
accompanying Agreement that enable it to exist.
