GWHB was long out of office when it passed. it was in Clinton's
hands, not Bush's. In fact, Clinton negotiated changes and additions
to the treaty that GWHB had nothing to do with.
Any other reading of the history on this subject is dishonest. The
work was started by Bush 41, but in the end, it was Clinton's baby.
