The article was clear to say that there are some thousands of at-will employees in Maryland... maybe 3,000? and that only 364 had been fired.

It isn't clear to me where the line should be drawn. This of course is part of the problem in the Federal Government right now, according to reports. The fire & replace routine is going much farther down the food chain than it has previously. The result is a morale that is at historic lows among Federal employees.

I do support the idea that a leader should be able to select the team he wants to play the game with. I also believe in at-will employment so long as there is a mechanism to force some level of minimum fairness. I am in favor, for instance, of Hooters not hiring morbidly obese women as waitresses.
