In the fall of 2004, Rep. Robert W. Ney (R-Ohio) told Senate
investigators that he was unfamiliar with a Texas Indian tribe
represented by lobbyist Jack Abramoff. Days later, evidence emerged that
the congressman had held numerous discussions with Abramoff and the
