medical care is a very big part of the problem for the poor, Rick. Its
huge. You try going with out health coverage and have children. The
fear is constant.

In my experience, the big issue is the health issues. Health insurance
is really expensive for anyone with a low income, especially as the poor
seem to have the most health problems. Universal coverage would go a
long ways to solve this and many other problems.
Did you see where Massachusetts has just passed a universal care bill?

The system does have tiers of decreasing aid to reduce the aid levels as
someone's wages increase. But the tiers are very broad and if you're on
the edge, it is more beneficial to stay where you're at than to move a
little forward as advancing your wage reduces your aid by so much that
the net take home is less than before.
A granular, sliding scale that slowly reduces benefits as wages rise
would allow people to pursue success without punishing them for
achieving it.
