Well you're on the right list because the answer is 'It Depends' (The normal consultant answer!)

Actually perhaps the main Midrange-L list would be more appropriate for this question. But since I'm here,

Much more actually needs to be known before this box can be declared 'just right'.

For example how much memory in it, how big are the files used, how many disk units.. What application are the users using, how do they use it, constantly, routinely, occasionally etc.

If the box is being purchased new then I strongly suspect an i5-520 would be a cheaper solution, if used then, again 'It Depends'.

My gut says that for 80 users on a green screen application and some people dowing MS Qry downloads this box feels a little bit *WAYTOOBIG but that's just my gut. I have seen over 1000 green screen users happy on less than 1000 CPW but they weren't intense users either.
