Another way is to start with an existing consulting company such as CIBER or CTG or a temporary placement agency like Computerpeople, etc. They take a fee or part of the hourly rate but they do the sales, negotiating, etc. An often overlooked but important service they provide is to carry the money - you get a weekly paycheck while they wait 90 days (or more) to collect from the client's AP. And they absorb the loss if a client doesn't pay for some reason. After you get some exposure/experience with several clients and if you build a good reputation, it's easier to break in to independent consulting. Just make sure you don't sign anything containing a non-compete clause that would restrict who you can work for when you leave.
