I think you are referring this question to me.

I worked in IBM Global Services Division in Rochester, Mn. for close to 5
years.  They have certification tests there for becoming a specialist in
each of the areas they support, my certificates are in TCP/IP and SNA.   Is
this available to the outside world?  I think so, but it may have a
different name.
