Robert - you can't sort on the field declared as the index. You need to sort on the table itself (or a subfield of it).

The index is somewhat similar to the "hidden" index in an RPG table or a Multi-Occ DS.

In COBOL I always found them more trouble than they were worth.

You should be able to simply remove the "Indexed by" clause and index into the array any which way you want.
