When you say "doesn't receive", do you mean that %PARMS returns 1 (meaning the other two aren't passed) or are the variables passed (%PARMS = 3), but blank/zero?
Reinforcing Tommy's point, I think your linkage section creates a data structure. I pass multiple parameters by just naming them separately on the call instruction:

CALL "PSCBAPI0" USING PSCRCD PSCTYP

My COBOL is barely capable and perhaps it shows, but this works for me. Both PSCRCD and PSCTYP are defined in as level 77 variables my working storage.
