Special names is only for local data area.  Cobol/400 does not support other 
data areas, at least not the version we are running.  You must use the CL 
command CHGDTAARA within a Cobol program using the QCMDEXEC to change a dtaara. 
 You can retrieve a dtaara with RTVDTAARA using the QWCRDTAA API.

Now what is odd other than the above (which I may have wrong!) is in SEU. If
