I think the problem was the file had triggers. Can
anyone else open a file in ISDB when it has triggers?
Can files with triggers be opened when using STRDBG
(just curious)?

An F11 prompt on the file name showed it wasn't
active.

OPM is the standard in our shop. (It would be a shame
if IBM isn't keeping OPM products current.  It seems
better to me if programmers have the choice to use OPM
or ILE. But that's a debate for another place...)
