For that in CL

every numeric variable shd be

 DCL        VAR(&OK) TYPE(*DEC) LEN(5 0)         and
corresponding variable in COBOL shd be
          PIC   S9(5)          COMP-3 .

every character  variable shd be

 DCL        VAR(&OK)          TYPE(*CHAR) LEN(4)  and
corresponding variable in COBOL shd be

          PIC   X(4 )          .

I think you misunderstood the question, I want to go from CL to Cobol.

How should the parameters be defined within the CL for the Cobol ones
supplied?
