disable terminal session -- C400-L

As soon as I use the STL in my C++ module a terminal session is activated
when the module is called.  My code is not doing an terminal i/o.  Can I
disable the startup of the terminal session?

( the archives have some past posts on the subject.  But no answer that I
see. )
