Sorry I cannot cite the reference at present, but in my past explorations of
BPCS, I found an exception to the 8 character rule ... some place else was
using an extra character. No problem if we not using that some place else.

BPCS standards are only followed 85% of the time by BPCS vanilla code.

The 7 character uniqueness is not correct, from the document you
reference above:


THE FIRST EIGHT CHARACTERS OF EACH WORKSTATION ID MUST BE
UNIQUE.
