Not sure if this is what you are looking for but try menu SYS03 Security Group Maintenance.

SECURITY GROUP MAINTENANCE                   
                                                                         This program allows the BPCS Security Officer to set up and maintain group security for menu options, programs and function keys. Groups consist of any number of user IDs that perform like functions. You assign user IDs to groups in SYS600. Then use this program to allow or disallow group access (see details by F1 help on screen)

A?simple solution may be to save a couple versions of the keyboard map. Then you distribute the version per the user qualifications.
