The last sequence number is also tracked in the item master file (iim).
I'm not too familiar with the function differences between the versions of
BPCS but, if your ITH file is getting too large, are you not running the
Month End Close in the inventory module, INV903 on the screen, INV900
batch program? This will move records from the ITH to the YTH file,
keeping ITH smaller and all of your inventory transactions intact. If you
have any sort of auditing procedures, internal or external, you probably
don't want to delete inventory transaction records. You'll also want to
check your system setup(SYS800, Transaction History System Parameters -
SYS824) before running the INV900 as it may be running for quite some
time, especially if you haven't run it in the past.

Re: [BPCS-L] Sequence Number

It is also used in Cycle Counting. If you select a part for cycle
counting, BPCS will stamp the ILI record for the part/location with the
ITH transaction sequence at the time the record was selected. When you
post the count it uses this transaction number to work out if it needs to
make any adjustments for any transactions since the cycle count selection.
So you need to be very careful if deleting any ITH records.

The Sequence Number in ITH is a count of the number of transactions
happening for a particular item.

Can I just there ask is this the only place that it is used and
therefore it does not matter if you delete records from ITH as long as
they are from the front of the sequence numbers.
