The only way to satisfy both situations is to split up your example into 3
orders where the lines with the same requested ship dates belong on the same
order, resulting in shipping complete the 3 separate orders.

What do you do about situations where there are multiple ship dates per each
order. We have a client who enters orders where several lines ship on date
1, other lines on date 2 and still others on date 3. These orders can't
ship complete but at the same time the client's customers insist all the
items requested to ship on date1 ship together on date1. The customers also
apply the same rules to date2 and date3 items.

Good question. We would like to know that as well. Same situation here
with customers
paying more than they should for shipping. Right now we advise shipping
ahead of time
if they need to hold the order until complete. It would be nice if it was
automated in some way.

Is there any way that when an order is entered, it could be flagged to
ship complete, so that when releasing orders one would know not to release
a line without releasing all lines on the order? We have been getting more
complaints from customers that end up paying excessive shipping charges
when we break up their orders.
