Have you looked at SSA's EAM modules? 
I believe they include everything you mentioned below and are already 
interfaced to BPCS.

[BPCS-L] Plant Maintenance Package







                 We're on BPCS version 8.0.

                 Does anyone use or have a Plant Maintenance package that 
works
well with BPCS and they would recommend? ( Preventative Mainentence,
Breakdown Maintenance, work order control, etc.)

                 Our Mfg. Engineering people think they'd like to look at 
a
replacement for the PC-based system they now have.
