This is a 4.05CD question.  I think I know the answer to this but I'd like
some confirmation.  A user has asked "Does a Return to Vendor Transaction
(RI) reopen a PO Line?".  This was followed up with "It appears that the
system did not reopen the line.  Is it supposed to?  If not, is there
another transaction that will?".

I didn't talk to them directly but was given the question by e-mail.  They
had a partial example that gave a part number but no PO number.  I can only
find one PO with ten lines for this part number.  All have a status of "3"
and are unavailable in PUR550.

Since the line is closed I don't believe that there is ANY transaction that
will re-open it.  Would PO maintenance be the only option to reactivate the
PO line?  The RI would just affect the inventory balances, and not change
the PO line quantity, correct?  Should we just forget the original PO line
and create a new one?
