Safety Stock in BPCS V6.1.01

We are looking for some advice on our BPCS V6.1.01 MRP/MPS setup.

We have a safety stock set as a minimum balance in MRP140 for a 
manufactured parent, but during planning the purchased child does not 
appear to take into consideration the lead time of both the parent and 
child. As a result the planned orders always have an expedite message 
attached to them.

In addition, we would like to distinguish between orders planned to meet 
customer requirements vs. those planned to meet minimum balance 
requirements.

Is there some specific setup that we need to follow to get this to work?

Any advise would be appreciated.
