I am not sure what other software products that you have right now.  If you 
have Special Pricing or Promotions and Deals, you can setup a discount based 
upon reaching a certain invoice amount total or a quantity of goods.  I guess 
in 
your example you are trying to achieve a fixed dollar amount discount if they 
purchase over a certain amount.  This can be achieved by setting up the 
dollar amount as a floor with no maximum and the dollar amount that you wish to 
extend as the discount amount.
