We put a program that checks for OnHand & Last Transaction Date - IIM, 
Where use -- MBM, 
                                                     If none on hand and 
no where used, and last date is older than -------  some given date.
 You could also check --  FSO and FMA for open shop orders.

                                    Then we delete Routing  --  FRT
                                                                    Bill 
of Material  ----  MBM
                                                                    Check 
---  IWI, CIC  ---  for warehouse records
                                                                    Cost 
records ---   CMF
 Purchased  Info --   HPO and HPH
 Inventory History ---  ITH
