Temporary Key Problems

Is it possible that when you perhaps created a new BPCS environment you
copied over the data area as well. This means you do not have a System key
anymore, but a key per environment, ie you have to add a new key to multiple
data areas. If you signed on to one environment, it would work, another
might not if the keys became out of step. 
This was a problem I found on a site I was asked to review.
