CEA (First generation or DFS) use translation tables ATOE (ASCII to EBCDIC)
and ETOA (EBCDIC to ASCII)  in TCPLIB library (V6.1.2) or in ECLIB
(Enviroment Cntrl Library - V8.1.0)
