Re: resupply order anomaly

This usually happens it the DRP relationship record is set up between the
time the item was shipped and when it was received.

If the relationship record is not there, the II and IR are not created.  If
it is set up after the item is shipped you will not get the II.  If it is
then set up before the receipt, you get your IR record.
